Data for Governance: Project SHAKTI

Project SHAKTI (System for Holistic Administration to improve Knowledge using Technology and Information), launched in partnership with Cisco India, is a pioneering effort to build systems for the public education system in India and enable data based decision making at every level of governance. Under Project SHAKTI, Madhi helps states build sophisticated data systems to collect, analyse and report data specifically about the quality of teaching and learning in classrooms. The first application developed under the project, the Tamil Nadu Vagupparai Nokkin (TNVN) mobile application, has been adopted by the Tamil Nadu Department of School Education as the only official application to be used by 45,000 officials in the state to monitor the status of teaching and learning in the state.


The absence of meaningful and reliable data, that can be consumed by all levels of stakeholders in an easy and timely manner can hold back not only effective policy design, but also the efficacy of programme implementation. This will be directly addressed through the provisions of Project SHAKTI in Tamil Nadu till 2024.
TNVN enables officials to conduct classroom observations in a meaningful manner, and captures the information and data thus observed on a simple platform. The insights gathered are shared in a visual format through customised data dashboards across all layers of officials, facilitating data-driven decision making and catalysing corrective reforms where needed.
As a pioneering venture by the state of Tamil Nadu, TNVN envisions to enhance the quality of education in the state by building modern governance mechanisms rooted in data science, and assisting the system in evidence-based decision making. The application was launched for all 48,000 government schools across Tamil Nadu in May 2020, by the former Minister for Education Tamil Nadu Thiru. K.A. Sengottaiyan, through a first of its kind virtually held government function conducted on Cisco’s Webex platform. The launch was attended by over 1400 participants including 32 district heads and 413 block heads.
By taking Project SHAKTI to more states across India, Madhi hopes to continue driving evidence-based policy design across India, all the while keeping data science at the core of the transformation. Focussing on the three pillars of content, context and technology, Project SHAKTI will strengthen existing classroom practices, based on real-time and accurate data. As of May 2021, TNVN is ready to go live as soon as schools reopen post the pandemic.
