Senior Manager, District Project Management Unit

What we do

Madhi works closely with the Tamil Nadu School Education Department to conceptualise and implement large scale quality improvement programmes in Tamil Nadu’s government schools. Over the course of the next 5 years Madhi will strengthen its existing programmes in the state (as well as undertake new programmes) with the singular aim of ensuring transformative improvement in the quality of school education in Tamil Nadu. Madhi’s programmes in Tamil Nadu are consolidated under a single umbrella called Project: TN Soars, comprising 3 critical projects: 1. Ennum Ezhuthum (The Tamil Nadu state Foundational Learning Mission), 2. TechForEdSystems and 3. Tamil Nadu STEAM Model Schools.

Ennum Ezhuthum: We are currently also working as the ‘Chief Management Partner’ for Tamil Nadu’s official Foundational Learning Mission, The ‘Ennum Ezhuthum Mission’ – a Rs. 500 Cr Mission of national and regional importance aimed at universalising foundational learning for all children in Tamil Nadu’s 37,000 government schools.

Project MALA: Project MALA aims to create high-tech, low-tech and no-tech tools which can support child-educators (parents, teachers, volunteers) to build the neuro-linguistic exposure that children require to acquire language proficiency through oracy. Children in rural areas or from low income households have minimal exposure to the English language- particularly oracy. They find the existing english language learning tools inadequate to build fluency in spoken English and also have difficulty in reading to learn from English sources. Project MALA aims to leverage technology and contextually built learning resources to solve this problem.

TechforEdSystems:Madhi is working towards revolutionizing the state’s education governance systems through TechforEdSystems – an end-to-end monitoring solution including sophisticated applications and processes developed by Madhi, which enables the system to effectively integrate technology and data into its governance and decision making systems.

Tamil Nadu STEAM Model Schools: To ensure holistic growth of children from underserved communities and to empower them with the skills to work toward their dreams, the Department of School Education has embarked on an ambitious project of setting up ‘Tamil Nadu Model Schools’ that will serve children from the most marginalized backgrounds and equip them with skills and knowledge such that their disadvantages get mitigated and no longer impede their success in academics, work and life. Madhi has joined the Department to assist in the setting up of these 38 Model Schools, each exemplifying the principles of equity and inclusion in letter and spirit, enabling every student, irrespective of their background, to receive equal opportunities to aspire and achieve their goals.

Your team (TNSOARS-1)

The TNSOARS -1 team comprises five sub-verticals: Teaching Learning Materials (TLMs), Training, Tracking, Targeted Communication and Tutoring at home. All the sub-verticals work together seamlessly and support the implementation of the state reform projects that Madhi undertakes in partnership with the Government of Tamil Nadu.

About the role

The Senior Manager will play a key role in delivering on Madhi’s mandate with the government. They will be expected to anchor the Project Management of a team of regional managers and district project management teams to drive the outcomes of the projects undertaken by Madhi by integrating the sub-verticals to function seamlessly and deliver on the objectives. The TNSOARS-1 team consists of diverse & dynamic professionals like instructional designers, master trainers, field experts, data analysts, and product developers. The Senior Manager will be responsible for bringing the programmatic vision for the project by setting up project management systems and constantly aligning the team’s activities in line with the short, medium, and long-term project goals.

Design a comprehensive project management process and implement project management protocols to ensure on-time delivery of the goals of the project you will be managing

Represent Madhi in state-level committee meetings with Samagra Shiksha, SCERT, and other departments
Facilitate cross-functional conversations with state-level stakeholders and ensure that the mission strategy is aligned with in decision making processes

Create periodic reports to different stakeholders to inform regarding the project milestones and deliverables

Your team (Research and Innovation)

The Research and Innovation Team comprises: Centre for Education Research in India (CERI) & Monitoring, Evaluation and Learning (MEL) sub verticals. This team is a multifaceted group; comprising of data scientists, research specialists and programme managers; all of whom prize dynamism and versatility in their approach to work. Each sub-vertical works closely with all the Project teams at Madhi to ensure that Madhi’s deep work in Tamil Nadu can add value to the ecosystem at large, whether through effectively scaling successful projects or by producing high quality research outputs.

The CERI team is focused on producing high quality research outputs based on insights from Madhi’s projects and from the ecosystem at large, particularly where contextualisation of learning is necessary for implementation within the Indian ecosystem. The MEL team is focused on codifying insights from the implementation of all projects implemented by Madhi, such that they can be effectively replicated at scale and/or in other contexts in India while enabling the team to constantly learn from the evidence gathered and improve the programme model.

All Madhi’s teams work together seamlessly to make magic happen day after day, doing whatever it takes to take us closer to the vision of reimagining school systems to eliminate the foundational learning crisis in India.

About the role

You will be participating in a dynamic team with pan-project visibility and oversight; working to communicate insights and outcomes from pilot projects, mission delivery conducted by Madhi or one of Madhi’s partners. The reports and publications that CERI puts out will contribute to the growing body of knowledge on how to improve educational outcomes for the last-mile child! We need someone with a thirst for learning, and an unwavering belief that evidence based research along with strong communication is an indispensable need to solve the most complex social issues!

The challenges you will help solve in this role:

Lack of a structured body of knowledge on what works and what doesn’t work to improve last mile educational outcomes for children; in particular- by contextualising findings to the Indian context
Qualitative and quantitative field data seldom interact with each other and even when they do, it is hard for a common person to interpret and understand this data to learn from the evidence
Support project verticals and sub-verticals to find relevant pieces of global research which meet their project objectives.

Collaborate with project teams to develop MEL frameworks (including ToC, Logframes etc.) for different projects

Along with Senior Manager, Research and Innovation, develop a roadmap for different MEL reports and dissemination
Maintaining digital data collection, MEL dashboards etc.
Support respective team members to organize qualitative data collection activities both internally and externally (ie- FGDs, discussion forums etc)
Along with Senior Manager, Research and Innovation, develop a research agenda that includes both intervention-outcome oriented research as well as larger education-in-India oriented research.

Can conceptualise and report insights from pilot research studies, designed at strengthening existing systems and practices.
Have prior experience of creating strategic, data-driven policy advocacy based on data analysis from field inputs.
Are comfortable dealing with both quantitative and qualitative data.

Can creatively communicate insights to different audiences.
Have prior experience in interpreting tabulated/ visualised data sets and in creating comprehensive reports explaining field input data.

Prerequisites include:

Experience in the education/development sector would be an asset.
Experience in dealing with analysis of quantitative data and quantitative is a must
Knowledge of and experience with SPSS or similar software dealing with statistics in the social sciences

Your team

The Sandbox Schools Team’s primary objective is to improve the teaching-learning and administrative processes of a school towards strengthening foundational learning. The team shall ensure that all existing primary school programmes implemented by the department seamlessly blend into micro-innovations at the classroom-level.

The Manager, School transformation- Sandbox school, will support the Sr. Manager and be responsible for bringing the programmatic vision for sandbox school alive by constantly aligning the team’s activities in-line with the short, medium and long term project goals..

Project MALA: Project MALA aims to create high-tech, low-tech and no-tech tools which can support child-educators (parents, teachers, volunteers) to build the neuro-linguistic exposure that children require to acquire language proficiency through oracy. Children in rural areas or from low income households have minimal exposure to the English language- particularly oracy. They find the existing english language learning tools inadequate to build fluency in spoken English and also have difficulty in reading to learn from English sources. Project MALA aims to leverage technology and contextually built learning resources to solve this problem.
Tamil Nadu STEAM Model Schools: To ensure holistic growth of children from underserved communities and to empower them with the skills to work toward their dreams, the Department of School Education has embarked on an ambitious project of setting up ‘Tamil Nadu Model Schools’ that will serve children from the most marginalized backgrounds and equip them with skills and knowledge such that their disadvantages get mitigated and no longer impede their success in academics, work and life. Madhi has joined the Department to assist in the setting up of these 38 Model Schools, each exemplifying the principles of equity and inclusion in letter and spirit, enabling every student, irrespective of their background, to receive equal opportunities to aspire and achieve their goals.

Your team (Organizational Development)

The Organizational Development (OD) team comprises Human Capital Management (HCM), Operations, Communications and Partnerships. The OD team consists of heroes who work hard in the shadows and believe that the show must go on, come rain or sunshine. Your Team (Training & Impact)

The Training & Impact team mainly has two broad functions: capacity building and impact measurement. The Training team is responsible for the delivery of instructional materials, tools and strategies for teachers and administrators to improve their knowledge, skills and mindset. The impact team is responsible for creating tools, systems and processes for measuring effectiveness of training and classroom practices. The training and impact team is diverse and dynamic comprising pedagogy experts, instructional designers, teacher trainers and field officers. The team believes that high-quality contextual training along with academic support driven by evidence from observations, can equip teachers to transform classroom practices and help improve learning outcomes at scale.

About the role

The Senior Manager will be expected to anchor the training delivery model and classroom observation processes for FLIP. You will ensure that the training delivered is high-quality, error-free and cascades effectively. This will include liaising with government stakeholders and pedagogy advisors to improve existing training processes and creating new ones. Additionally, you will also be expected to set up internal systems and processes to create data collection tools and ensure that the team collects high-quality data from the field. You will also be the consulting SME for all trainings conducted by Madhi.

In this role, you will be responsible for:

Program Strategy

Set the vision for the Training & Impact sub-vertical and thought partner with the Lead, FLIP and Associate Director, Projects to translate the vision into action
Accountable for creating a staffing plan and projection for successfully implementing the programme
Set and achieve goals for the sub-vertical and support team members to ensure that all objectives are met successfully
Contribute to the overall vision setting process of the programme and the organisation to transform the status of foundational learning

Training and Capacity Building

Create the overall training strategy & roadmap and drive effective implementation of the same
Consistently propose improvements to the training models through research and implement these as part of contextualised approach to capacity building
Co-create the teacher and administrator professional development framework to train and on-board teachers, HMs and BRTEs to the programme
Co-lead the planning of training workshops with the state department and coordinate with stakeholders to obtain necessary approvals from the state
Lead the planning and delivery of training across the intervention-districts
Review session plans created by the team and ensure that all plans are of high quality
Observe training to gain qualitative insights to improve the training processes
Create periodic training observation reports that capture the effectiveness of the training and recommend improvements to the existing processes

Impact Measurment

Implement the Monitoring, Evaluation and Learning requirements across projects
Create the overall training strategy & roadmap and thereby drive effective implementation
Anchor the baseline and end-line student assessment exercise across intervention and control districts
Create a classroom observation framework for the programme, co-lead the engagement with the state to review the framework and to obtain the necessary approvals
Plan and execute classroom observations with the team and continuously strive to innovate and problem-solve to improve the quality of public education
Shadow classroom observations conducted by team members and support them with their learning and development needs
Support the tracking team to conduct review meetings at the state level and evaluate the effectiveness of these review meetings
Create periodic reports that capture stories, cases and insights from the field that will help the projects team to strengthen the programme

Stakeholder Management

Meticulously track the progress of vertical goals, process adherence and project progress
Manage a highly skilled & motivated team and constantly strive to help them grow and realise their potential
Ensure all team management structures are followed diligently and implement personalised support structures for team members
Support the creation and implementation of the L&D framework for the Training & Impact team

Ennum Ezhuthum (The Tamil Nadu state Foundational Learning Mission), 2. TechForEdSystems and 3. Tamil Nadu STEAM Model Schools.
Ennum Ezhuthum: We are currently also working as the ‘Chief Management Partner’ for Tamil Nadu’s official Foundational Learning Mission, The ‘Ennum Ezhuthum Mission’ – a Rs. 500 Cr Mission of national and regional importance aimed at universalising foundational learning for all children in Tamil Nadu’s 37,000 government schools.
Project MALA: Project MALA aims to create high-tech, low-tech and no-tech tools which can support child-educators (parents, teachers, volunteers) to build the neuro-linguistic exposure that children require to acquire language proficiency through oracy. Children in rural areas or from low income households have minimal exposure to the English language- particularly oracy. They find the existing english language learning tools inadequate to build fluency in spoken English and also have difficulty in reading to learn from English sources. Project MALA aims to leverage technology and contextually built learning resources to solve this problem.
Tamil Nadu STEAM Model Schools: To ensure holistic growth of children from underserved communities and to empower them with the skills to work toward their dreams, the Department of School Education has embarked on an ambitious project of setting up ‘Tamil Nadu Model Schools’ that will serve children from the most marginalized backgrounds and equip them with skills and knowledge such that their disadvantages get mitigated and no longer impede their success in academics, work and life. Madhi has joined the Department to assist in the setting up of these 38 Model Schools, each exemplifying the principles of equity and inclusion in letter and spirit, enabling every student, irrespective of their background, to receive equal opportunities to aspire and achieve their goals.

The Content Development and Capacity Building team at Madhi largely comes from teaching backgrounds with exposure to modern and progressive education systems. As a Specialist, you will support the Senior Manager to help channel this modern knowledge into the curricular materials for under-resourced schools.
As part of our projects, Madhi often collaborates with other organisations and institutions, including government systems to co-develop curricular materials. As a Specialist, your work will involve steering conversations and navigating emerging priorities to ensure that the final curricular and content decisions are grounded in research or based on established best-practices.

In this role some of your responsibilities will include:

Co-designing the overall curriculum development and capacity building strategies and driving effective implementation of the same
Co-creating frameworks and guidelines for curriculum development as well as capacity building which will anchor the processes adopted
Creating curricular materials, primarily paper-based and digital content for children and teachers of grades 1 – 3, that align with the finalised frameworks and guidelines.
Creating capacity building materials to develop and evaluate the knowledge, skills and mindsets of key stakeholders crucial to project implementation, and facilitating training spaces as per the needs of the project/organisation.
Ensuring all curricular and capacity building materials meet national and international quality standards through periodic reviews and propose improvements informed by research.
Supporting Associates and Senior Associates sharpen their technical skills through structured feedback mechanisms and on-going professional development.

An undergraduate degree in Education.
Teaching experience in low-income schools for at least two years.
At least 4 years of relevant work experience in teaching, learning content development and teacher training with a minimum of 1 year in a managerial position.
Experience of having directly managed a team of at least 2 entry-level team members
Excellent knowledge of MS Word, Excel and PowerPoint and all Google Suite applications

Your team (Content Development and Capacity Building)

The Content Development and Capacity Building team consists of practitioners from teaching, teacher training, content and curriculum development backgrounds. The CD & CB team is in charge of ensuring that all curricular and capacity building materials that Madhi develops and collaborates on, align with our key pillars – Accessibility, Contextualisation, Inclusivity and Learning Outcome-focused. This team also owns the academic and training inputs across all programs and hence delivers high quality error free content and training customised to individual project needs.
